Suggestions for EPUB3 Community Group

Dear Kind Sir and/or Madam of EPUB3 Working Group,
I am writing this email with suggestions for EPUB3 Community Group this with regards to it developing minimum qualifications test requiring it to pass the same by any ebook claiming to meet epub standards prior to it being published. Though some of publishers I have seen put a note with suggesting that the book is based open standards and as such to go accordingly this all while them having put good amount of efforts into providing a descent epub book, not the best but descent enough. On the other hand there are publishers whom all publish .epub books without any such mention, in fact stating they can be read using some of the most popular e readers that are .epub compatible, all while they are of very poor quality. This leaves a bad taste in the mouth for .epub books making one weary as to if these books would meet with even most basic standards of readability.
Again, it would be nice to have basic qualification tests standards whereby a publisher only after passing that can publish the book in public. Theses qualification tests should cover basic good quality reading ability, this being one of the primary reasons for these test(s) with others that I am sure group is better fit to decide/judge.
Again, just thought I bring this point up to the group.
