Updates have been made to Screen Reader Friendly and hazards section , and
guidance on language of the summary, and character limit have been added.

1.	Scope of the Accessibility Summary discussion

There is a PR that modifies the title to: Accessibility Summary Authoring
Guidelines for Digital Publications, "for Digital Publications" is what has
been added
