ARRM in WAI site IA/nav

Also, I'd like to figure out where we want this in the WAI IA/navigation. Here's site map sections I think top candidates:

My initial thoughts:
* Will the resulting mapping mostly be used by designers, developers, writers, etc. to make sure they're covering what they ought to?
 If so, then probably we want it under Design & Develop
* Will the tool and resulting mapping mostly be used by project managers?
 If so, then probably we want it under Planning & Policies, maybe under Planning and Managing Web Accessibility.

I went to the Requirements Analysis looking for answers

However, it's not clear from there.
It would be good to add some more info - just *quick* rough bullets - to help EOWG get on the same page about primary audiences, use cases, tasks, etc. -- e.g., see:

(I *think* most people will use the resulting mapping/matrix that we provide, and not go through the effort of customizing their own -- yet I'm not at all sure about that. It would be good to get EOWG's perspectives on that, and then document it in the Requirements Analysis.)
