You may already be aware of this, but I understand Transparency International in Kenya lead TI’s global work on transparency in humanitarian aid. Basically, the corruption system is so strong that involves the highest public figures, and the rest just follow the money and do not complain about the lack of transparency. Thanks to serious systemic clean up efforts of the last twenty years,  we now have enough people in the system ready to blow the whistle

More than 40 Police officers in Aquila, Italy hit by earthquake in April 2009 and where reconstruction has been slow due to lack of administrative transparency, have carried out searches and issued 4 arrest warrants, for crimes of false pretense, bribery, forgery and material and ideological embezzlement..

The operation called "Do ut des" or "Eagle Affair"(from the name of the city Aquila meaning Eagle) is being instructed by magistrates at the request of public prosecutors of L'Aquila Antoinette Picardi and David Mancini, and coordinated by the Attorney Fausto Cardella.

The operation, started in November 2012, The operation, started in November 2012, confirms the existence of a deeply corrupt system, according to which some entrepreneurs interested in the work for the post-earthquake reconstruction provided illegal donations in bundles of 500 thousand Euros each (mazzette), bestowed to public officials in return for the award of contracts from September 2009 to July 2011

The searches are focusing on professional and public administration networks where the projects and the funding of post-quake are managed. According to investigators, one of the officials involved would allocate to some companies engaged in the construction work of reconstruction, temporary housing units (Map) which would then be resold.

A total of 8 people under investigation for bribery and post- earthquake procurement including deputy mayor of L'Aquila, Roberto Riga, Pierluigi Tancredi, director of local health administration body ASL, at the time councilor delegate for the recovery and protection of the assets constituting the city's artistic heritage, Vladimiro Placido, a former city councilor for reconstruction of cultural heritage as well as Director of the Consortium of the cultural heritage of the Province of L'Aquila.

Through wiretaps and handling banking account investigators obtained a snapshot of the existence of an alleged system of bribes, in particular the work for the safety of damaged buildings. The crime is corruption, in which bribes were used by entrepreneurs to obtain the award of contracts.

Some suspects are accused of embezzlement for counterfeiting of the stock records, the sum of approximately € 1,268,000 relating to the payment of part of the work.
