CivicServices schema draft published on W3C WebSchemas

A new schema.org schema for defining civic services:
http://www.w3.org/wiki/WebSchemas/CivicServices

For those familiar with Open311, this is somewhat similar to the services
defined there, particularly in the Open311 Inquiry API (
http://wiki.open311.org/Inquiry_v1#Get_Service)
