The "base" of weather forecasts is XML (DWML Language). The file view (HTML, Graphs, XML) is specified by a CGI/Web Service parameter (FcstType= html|dwml|graphical) in the query string of the URL.  "Place Name" is resolved several ways from other parameters as is the best  observation station (normally an airport, although the list contains Marine Stations and Foreign Stations). The list of Stations is available, but it is not much good without a means of resolution.  This is one facet of Mule Side Economics

and in any case you can see how to construct the URL's by looking at the HTML source of this page.  If you look at the County Warnings you will see an XML Feed transformed client side to HTML.  The other formats were transformed server side so you only see the HTML transformed source.  (XML + XSLT) is also used by the LOC for MADS Citations, and the NLM for JATS and PubMed "previews" as well as StratML.
Census Data is obtained as JSONP and so it is a bit difficult to mate with "Place" data (I did it by hand, see source of Mule Side Economics page), and this is a good thing when place names are semantic orphans which require population density (point energy density) for comparison.  Social Networks are low density, self-identifying tools which can be statistically abused, ADMS Repositories or virtual Repositories (US Census places table) are not.
