Re: Location Data URI Sets - Design and Guidance

First, let me say, really nice work! :o)

I think "the next big thing" is the realization that Municipal Services, or as you say "Spatial Things", are what really need persistent URI's, and that the identification of personal devices just  creates the illusion of statistical variance.  This is especially true in the case of {emergency services} versus {commerce and "Markets"} [1].

That said, I punted on the URI in favor of a "Nickname" system rather than be locked into a mixed text field/numeric to URI scheme.  Any scheme will be objectionably fussy to someone.  It's not really a matter of agility, the Australian Weather Service could raise 18,000 "Virtual Cell Towers" on past and present observation sites in a hour or so.  UNESCO World Heritage Sites might take a couple of days.

I do think that using a combination of Solar Noon (As "Local Commercial Noon") and Civil Twilight instead of sunrise/sunset will help to separate common observation from scientific measurement.  While this is a purely anthropological concern; it is very helpful for citizens to see sunlight actually doing what the Government says it is doing, leaving the precision to the experts (Climate Science, etc.).  This model is more akin to Public Health than specialist medical practice.

    The UK Location Programme Location Information Interoperability Board Linked Data Working Group has published a paper that provides design considerations and guidance for the development and maintaince of  linked-data Uniform Resource Identifier (URI) sets for Location data including:   the publication of INSPIRE spatial-objects, associated linked-data vocabularies and for URI based thematic referencing of associated “real-world phenomena”.
