dcat Distribution and different licenses

Hi,


Reading the vocabulary reference on the wiki, I noticed that there is no
license property on dcat:Distribution (like dcat:Dataset).

Most notably Eurovoc seems to have a different license for the use of
its PDF form vs its SKOS/XML form, so perhaps there should be a license
property on Distribution ?
(in Belgium there are also a few cases where accessing a DataSet through
a Webservice is free for personal use, but the same data as Download
requires a different, commercial license)
