Dear Mr. Hawke, With great interest the Directorate of Information of the Dutch Ministry of Justice read about the adoption of the state of Massachusetts of opens standards in 2003, which triggered the adoption of open standards and open source by other states and government. I understood that you are also very much involved in the open standards through your position at the World Wide Web Consortium. Ronald Smit, Senior Project Manager of the Directorate of Information (see his coordinates below) is following an Executive Master of Public Administration (MPA) at the Netherlands School of Public Policy (NSOB). During this MPA he will conduct research for his director Bob Papenhuijzen, CIO of the Ministry of Justice. In this capacity he sent me a short research proposal (see attachment). In his research he will compare the approaches and practices of open standards and open source policies in the US, UK and the Netherlands. An important question is how to successfully implement open standards and open source applications? What are the successes and failures so far? Besides these general questions the following specific questions are to be addressed: Can Open Source technology be seen as an enabler to: * Increasing government transparency? * Increasing citizen engagement? * Lowering the cost of government operations? Other questions to be answered: * What are the main motives on implementing OSS and standards? * What problem(s) must be solved and why? During the period of September 3rd to September 10th Mr. Smit will be in Massachusetts and he would very much appreciate it to have a discussion with you on this topic of open standards and to hear how W3.org is experiencing the open standards.
