Ken, if I understand your suggestion correctly, it is essentially what we
are aiming to do in the StratML standard (for strategic and performance
plans and reports).  

Each of the elements specified in the StratML XSD is defined (in an
xsd:documentation element) and has a globally unique ID (GUID).  Thus, the
names and definitions of StratML elements can readily be indexed and made
available for discovery in query services on the Web.

In addition, the schema enables the association of GUIDs with elements in
StratML instance documents.  Thus, each goal and objective statement
contained in strategic plans will have a GUID so that it can be directly
referenced and indexed for discovery via query services.
