Group Note: call for authors

Hi all,

As mentioned in the minutes of the Chairs call last week [1] and again
at the Group call today, Chairs and me are taking ownership of the
document to move it forward and welcoming more authors.

I've moved the text from the wiki to a more stable document at [2]
that is already constantly evolving and can be edited by the three of
us for now. I will be integrating content and comments and give also
editing access as needed to those interested in contributing.

Current plan and deadlines:
  * Early Editor's draft: 9 Feb
  * Compilation of content for the final
First Public Working Draft (FPWD): 28 Feb [3]
  * Public release of FPWD: before the F2F

We will be editing the Note and authoring some sections, but would
prefer not to do so alone since we know your expertise could help to
improve the document. You can find below a list of the main sections
of the document and main authors assigned to it so far.

This call is open to interested Group Members. So if you are
interested and can commit some content before the deadlines, please
say so *asap* by contacting the main author and/or sending mail to the
mailing list. We may also contact separately some of you that we
believe should contribute to a given section (and try to convince you
to do so!)

Discussion about any of the topics in the mailing list is also much
appreciated, e.g. what would you expect the document to say about
issue X?
