New IG Co-Chair

I'm please to announce Tomasz Janowski has been appointed co-chair of
the eGov Interest Group, to serve along with Jeanne Holm.  Tomasz has
joined us on recent calls, and presented to the group in February [1].

Tomasz will be leading the Eurasian meetings, while Jeanne leads the
Atlantic ones.   We still haven't quite settled on the meeting times, so
it turns out you have another day or two to get a vote in:
