Safari implemented and FF is currently working on and found out that Chrome has actually made all events except IME events cancellable. My proposal for resolution is for cancellable events to be moved into event level 1.

9:37 AM RESOLUTION: drop Level 1 and keep level 2.

9:40 AM grisha: creating a new working group adds overhead without getting clear benefit. I propose that we keep things as is.
