Static Range reference in Input Events spec now updated to WHATWG DOM

Hey everyone,

it has been a bit quiet here for a while, but now at least I'm back and
also we have the happy news that Anne van Kesteren has created and later
merged a patch into the WHATWG DOM spec that includes static ranges. This
was the last reference we had to a spec that was only at a draft stage. so
I believe now we should be able to continue with the W3C process and the
Input Events spec, at least level 1 because we have two implementations of
that one.
