reversal of resolution on dictionaries for static ranges

At the F2F meeting at TPAC 2016, we decided to switch from an itnerface to
a dictionary for static ranges [1].

Since then, several people have spoken strongly in favor of using an
interface, and Webkit has used the interface-solution in their
implementation. It has therefore been suggested to reverse this decision
and those who previosuly spoke out in favor of the dictionary solution have
seemingly all accepted the interface now. To participate in the discussion
on this, check this thread [2]. Unless anyone else disagrees, the reversal
will go ahead.
