[dxwg] SPDX 2.2 link in Normative references section is pointing to SPDX 2.3 (#1592)

bact has just created a new issue for https://github.com/w3c/dxwg:

== SPDX 2.2 link in Normative references section is pointing to SPDX 2.3 ==
In Snapshot 18 Jan 2024, a link labeled "SPDX 2.2" is point to http://spdx.org/rdf/terms# which is currently a SPDX 2.3.

If 2.2 is needed here, may need to change the URL to https://spdx.org/rdf/terms/2.2 (which is a dead link).

Alternatively, the label may need to change to "SPDX 2.3" (but need to check implications).
