New DCAT 3 WD and preliminar collection of implementations

Dear all,
A new WD for DCAT 3 was published last week (see [1]). We expect to make
final editorial changes to get to the CR, but the DCAT terms are stable.

In view of the future Candidate Recommendation (CR), we are starting to
collect the implementations to support the new DCAT 3 features.
Though not formally needed to get to the CR, a preliminary collection of
implementation promises or existing implementations will help us determine
whether any new DCAT 3 features need to be marked as "at risk."

Anyone planning implementations can contact the DCAT editors or fill out
the form available at [2].
