publication moratoria in the coming month

Hi all,

per my action [1] assigned yesterday, I doubled checked the upcoming 
publication moratoria announced by the sys team; the only one so far is 
during the AC meeting from 8 to 12 May 2023.

This should not interfere with the schedule we have for DCAT-3.
