Doodle for the DXWG Plenary Meeting from November 23 of 2022 to March 21 of 2023

Dear all,

Since daylight saving has ended in Europe and USA, we agreed to create a
Doodle Pool to choose if we keep the Plenary Meeting time as it is (20:00
UTC) or change it to 21:00 UTC.

There is no option to put UTC on Doodle, so I created it with São Paulo
time zone, which is:
20:00 UTC = 5:00 PM in São Paulo
21:00 UTC = 6:00 PM in São Paulo
