@agreiner I see the difference between DCAT 1 usage note and the current one, but DCAT 1 seems to me to make an even stronger distinction between access and download, saying that download *is* "A file that contains the distribution of the dataset in a given format." Whereas accessURL is "A landing page, feed, SPARQL endpoint or other type of resource that gives access to the distribution of the dataset." The key terms here, IMO, are "contains" vs "gives access to". Again, if there weren't a different in meaning between these terms it wouldn't make much sense to have them both. Maybe DCAT-AP needs a super-property that can be either?
