Respectfully, this is not about accessRights. The issue is not whether the data is open or restricted. The issue is not classificaiton level. The issue is not how the data is being made available over the internet (accessURL/downloadURL). The issue is not if the data is available or not. The issue is whether the file, stored on a disk, is encrypted with AES-128 or AES-256. This is a very specific technical issue that is involved with the transition from current encryption algorithms to quantum-resistant algorithms. It is of broad interest to any organization that stores data encrypted.
