WebRTC Priority Control API wide review

Dear Colleague

The WebRTC Working Group has republished a WD of the
WebRTC Priority Control API specification

The Working Group is seeking wide review of this publication
before publishing a CR, from the TAG, PING, i18n, APA and the Media
and Entertainment groups. We also welcome reviews from any other
interested entity.

Abstract:
This API defines a control surface for manipulating the network control
bits (DSCP bits) of outgoing WebRTC packets, and the queueing priority
of outgoing WebRTC packets under congestion.
