The reason is that the trailing slash is missing from the OSGeo's URI list (which, as I said, is re-used and extended in DCAT-AP-JRC):

https://github.com/OSGeo/Cat-Interop/blob/master/LinkPropertyLookupTable.csv

I don't know if there was any specific decision about this in OSGeo.
