I do not think you really understand me:

My stand is that if DCAT is intended to be broadly applicable, **fine with me**. 

My suggestion is then to loosen the connection of DCAT from the Open Data portals. 
Open Data Portals come with their view on what is dataset and catalogue, which should be then according to you a specific application of DCAT. 

In the introduction, the first paragraph ends with:

We could add here an example of e.g. a picture catalogue, or a software repository. 

For the definition of dataset: 
a usage note could make clear that a 'collection of data' is more than an dataset in an Open Data portal. And add examples such as pictures, software etc.
