I am with @jakubklimek on this one. Ignoring the protocol is not how identifiers are supposed to work -- an identifier is a string of characters, and a different string is a different identifier. I note that W3C has a [policy ](https://www.w3.org/blog/2016/01/w3-org-supporting-https-and-hsts/) that says "_The actual namespace will continue to use HTTP, even if it is also served through HTTPS_".
