DCAT3 FPWD milestone

Hi All,

As we had discussed last week, I created a new milestone for DCAT3 FPWD:

I made an initial selection of issues, which of course can be changed at
any time, considering what aspects we might want to tackle next. Many of
the issues had had lots of discussions and I think we should probably focus
on those first.

We also have a milestone where we add all the issues we had tagged as
'future work': https://github.com/w3c/dxwg/milestone/15

So, for the selection of issues to tackle first, I moved them from
milestone 15 to milestone 27, with the following initial criteria:

- dataset series - we have a couple of issues, including one with examples,
and there was a fair amount of discussion on this topic already
- issues related to versioning - we had had several (inconclusive perhaps)
discussions about this, but in light of the work by RDA that Karen sent
(which we should probably reply to), it might be worth following this up now
- some editorial issues that were left as future work

This email is to make everyone aware of the milestone and start the
discussion about what to prioritise.

I propose that we do this in a very agile way, and move issues around
milestones as needed, as long as we start addressing some of the remaining
use cases.
