New DCAT2-native catalogue application in test

Dear WG,

The first test instance of CatPrez, my new DCAT2-native catalogu
application is online for the OGC: https://cat.dggs.org/.

The data for that instance is online at
https://github.com/surroundaustralia/catprez-overlay-dggs

It's a very simple Linked Data API application doing all the correct
ConnegP things and it knows about DCAT2 classes and so on.

That catalogue instance will be enhanced a lot in the next few weeks with
both better content and display. A couple more catalogue instances will
appear soon too, including one of Profiles.

If WG members are interested in CatPrez (you could use it for real or even
alter it to test DCAT3 new features), please let me know. We'll be using it
a lot for quite some time anyway, at a guess.
