This PR uniforms the Literals in dcat.ttl and dcat-external.ttl addressing issue #202 
It removes multiple lines literals and uniforms the full stops by applying the following  rule of thumb 
 "if the text includes a verb, it is a sentence, and it has a full stop at the end; otherwise, it hasn't"
