Who can create issues in the W3C tracker?

Hi, Dave.

Yesterday, during the DCAT subgroup call, we created a number of actions that trackbot was not able to add to the W3C tracker (since the tracker is not configured to record actions created in the #dxwgdcat channel).

So, I tried to add them manually, but it seems I don't have enough privileges to do that. I wonder whether such privilege should be granted to all WG members (this was always the case in all the W3C groups I have been involved in).
