@nicholascar in my mind, we need to be careful and not re-open discussions that were concluded in the past, unless there are strong reasons to do so. Strong reasons could be that many implementers report that the existing situation is unworkable, or that many implementations violate the rules. I am currently not aware of such complaints or large-scale violations; on the contrary, I know that there is a large installed base of DCAT applications that work with the current approach.
