Created a DXWG issue about Data Quality Vocabulary

Dear all,

It is not clear to me how update and maintenance of DQV is in scope for our working group. But there is a need, if just for the following issue that I have created.

Btw I hope I'm not hereby messing with the group's issue policy. But as this is the first (visible) issue, I guess there's no such policy now :-)
