Some guidance for subgroups

Since we are likely to be forming sub-groups of the working group we
need to be aware of W3C requirements that also apply to those sub-groups.

Groups can meet however and whenever they wish, but W3C ethos requires
that communications be public as much as possible. Therefore:

 - keep minutes of meetings (we can set up wiki space for these if
desired, or they can go to the DXWG mailing list)
 - use the public mailing list for communications. We can develop
subject line prefixes (e.g. [DCAT], [DCAT-AP]) so that readers know the
group of origin, and can filter as needed. (Groups can decide their own
prefixes.) Working group members who are not members of the sub-group
should feel free to comment or ask questions on the list
 - to be part of the public record, developing documentation should be
on the W3C wiki and/or the group's github space

As we move forward and we see how the groups are progressing we can
decide how to bring sub-group activities to the full group. Note that
the full group must reach consensus on all of the deliverables so
everyone must feel confident that they are fully informed on the issues
and proposals.
