Dear DCAT editors, I meant to say in my mail yesterday that in the skeleton doc I included a section on Motivation for Change. I should make it clear - that's a suggestion only. You are the editors, you can do what you like with that (delete entirely, modify, whatever). It's your document, not W3C's.
