[profiles] Create brief outline?

There is a placeholder for the Profiles Guidance in the github repo, but
it is only a few lines. Is there someone with respec experience who
could add some boilerplate as a starting point? I'm thinking the
headings for:

Abstract
Introduction
Definition of terms

?? and anything else that is generally found in W3C documents.
