As discussed in the telecon earlier today, Sumit has checked in our draft
version of the Data Usage Vocabulary specification
http://w3c.github.io/dwbp/vocab-du.html .  The Data Usage Vocab team will
be iterating on this draft for a deliverable to the team next Friday.
