Are you suggesting that the DQV should allow one to express the measure along the explicit dimensions (rows and columns) of that table, e.g. to say that a dataset has level "initial" along the "data governance" criterion?
If yes, then indeed we could try to make DQV support this. E.g. by allowing one (ODI) to define that "initial" is a resource from an vocabulary of values, and that this resource has some labels and properties (as defined in the table).

Or are you suggesting that we should try to decompose the text (in the cells) in the table into more specific quality measures?

And a second set of questions: are you familiar with the project and do you know if they've re-used existing criteria to make this list? Even with all the good stuff I know about ODI, I'd rather focus our limited resources on existing standard and initiatives rather than something this fresh.
