new version of DWBP document

Hi all,

There is a new version of the DWBP document available at [1]. This version
includes a new proposal for the organization of the BP for metadata and
some new issues with questions that I'd like to discuss with the group
(these issues are not in the tracker, but if necessary I can open new
issues for them).
