1 - you may like to update the references to ODRL to the W3C TR versions:
   https://www.w3.org/TR/odrl-model
   https://www.w3.org/TR/vocab-odrl

2 - I still believe that Example 4 is not an example of a  “machine-readable” license (as it does not show an example of CCREL/ODRL/ODRS)
It is actually a “common license” - a URI identifier of a human-readable license.
