[dwbp-ucr] Clarify normative vs. non-normative status of the document

Only Section 1 of <http://www.w3.org/TR/2014/WD-dwbp-ucr-20141014/> says 
it is non-normative which implies the rest of the document is normative. 
However, the document makes no use of RFC-2119.

The normative vs. non-normative status of this document should be clarified.
