Hi team, Perhaps we also need consider that Emergency/Disaster response is not limited to international orgs responding in or to developing countries; invited or not. A majority of responses occur in developed countries by domestic (and sometimes) international organizations working under pre-arranged response protocols and agreements. NGO's and agencies respond because it is their prearranged role to do so. While I agree with Mark about the term 'permission' (something certainly required for international orgs working in developed countries, and it's vital we continue to consider these needs), nonetheless this project will only succeed if acceptance is gained by the many large local response organizations and agencies operating in developed countries - IMO such acceptance would help generate the required filter effect for acceptance by INGO's and others working in developing countries.
