This is not a typical Working Group with a concrete agenda and deliverables, but an investigatory task force to see what (if anything) W3C should be doing in the area of digital publications. Teleconferences are an important way for people to share, brainstorm, and connect. A better alternative is a face-to-face workshop, but those are expensive, time-consuming to set up, and not everyone could attend; teleconferences are an easier, more inclusive way to get started and build up momentum.
