[dpub-loc] meeting 20160210

Hi all,

The next locators TF meeting will be on 10 Feb at 1500 UTC [1]

We have our own dpub-loc github repo now (
https://github.com/w3c/dpub-pwp-loc), and I have taken the liberty to start
a document with definitions and an initial proposal (rendered on
http://w3c.github.io/dpub-pwp-loc/). I tried to incorporate as much of the
discussion until now, but I will have forgotten some things. So issues and
comments on that are most welcome!

Agenda:

* Use Cases
* Definitions review
* Proposal: 'Canonical' URL: can it be online unpacked?
* Comments on the current document
