[dpub-loc] identifying use cases, and next meeting 20160406

Hi all,

I tried to identify all mentioned use cases during the locators
discussions, and put them in a separate issue in dpub-pwp-ucr [1].
They can form our discussion for the next locators TF meeting, to be on
April 6th at 1400 UTC [2], but don't hesitate to start the conversation via
comments on the issue.

As always: any comments on the locators doc [3]: please open a new github
issue! [4] :)
