It is a deep and long rathole; it should be solved independently.

The path to interoperable HTML email is most likely through specifying
a transformation step on arbitrary HTML: largely how to remove style,
script, specific elements, how to rewrite some parts, etc. That's what
clients do (because they have to), we mostly need them to all do the
same thing.

There's a CG for that, but it would need someone to drive it.
