[DPUB] epub-web whitepaper now publicly available for review

Hi all,
The EPUB-WEB whitepaper that we discussed at TPAC is now publicly 
available at [1].

As the paper itself states, comments and suggestions are warmly 
welcomed; we do not consider this document final yet, and aim to improve 
it moving forward.
