pagination: initial draft available

As Dave promised on last weeks call, an initial draft/outline of the pagination requirements document is now available at [1]. 

We intend to spend a solid amount of time on discussing this and next steps on next weeks con -- this email is just a headsup to give us all a chance to read in advance.
