1. QUESTION: The specification MUST define a normative algorithm for a DID URL dereferencer.(20 mins max)
2. QUESTION: The specification MUST define a function signature for the DID URL dereferencing algorithm. (20 mins max)
3. QUESTION: The specification MUST define an HTTPS binding for the dereferencing function/algorithm. (20 mins max)
