DID v1.1 Candidate Recommendation DRAFT prepared

Hi all,

Per the discussion this past week, I have prepared a Candidate
Recommendation DRAFT for DID v1.1 with a target publication date of
November 25th:

The v1.1 DID test suite has been updated as well:

At this point, we are waiting for our horizontal reviews to
complete/time out before requesting publication.
