minutes and WG resolutions

Dear DID WG participants,

since we moved from the old homepage [1] to the new one [2], there has 
been questions about finding relevant material about past meetings.

I have made a few changes to the WG description at [2]. It now contains 
a link to

* the list of all previous meeting's minutes [3]. This is actually the 
"past evvents" side of the WG calendar. Each past event has a "read 
minutes" button. The chairs and I are doing our best to keep this 
up-to-date (i.e. add the minutes link right after each meeting).

* the list of past resolutions [4]. This was a sorely missed feature of 
the old homepage that the current W3C inftrastructure does not have yet. 
I hacked small JS script that, I hope, fills that gap, even if it is 
quite minimalistic at the moment.

Note that [3] and [4] only cover the meetings we had since our 
rechartering. All previous meetings and resolutions are still available 
at [1].

PS: also, we fixed the TPAC minutes (the parts that were missing, and 
the parts that were on the wrong day)
