PRE-PROPOSAL Rubric to Registry

Howdy folks,

As mentioned on the call this week, the editors of the DID Method Rubric (myself and Daniel Hardman) are proposing to turn the W3C NOTE into a registry, similar to the DID Spec Registries. [Technically it is still a NOTE as far as W3C process, but what is "editorial" versus "substantive" shifts to allow simpler updates.]

Why are we proposing this?

Quite simply because we need more discussion, debate, and iteration about criteria in the DID Method Rubric.

Transitioning to a registry would greatly streamline the manner in which people can propose new criteria or updates to existing criteria.

We are just at the very beginning of understanding how different DID methods create different value and risks. Rather than continuing with a NOTE-based process, which requires significantly more overhead, the current editors would like to move to a registry mechanism so that improvements that fall within the scope of the Registration Process can be easily adopted by the editors, without needing formal WG involvement.

I'm sure there are areas that remain unclear or could be improved. We welcome suggestions, questions, and comments.

Once the group has had a chance to review and digest the new process, I hope the WG can officially adopt this strategy.
